Update: Victoria’s Minister for Local Government, Nick Staikos MP, has confirmed the appointment of two municipal monitors to Mornington Peninsula Shire Council. Prue Digby and Rebecca McKenzie will serve in the roles for 12 months, from 19 January 2026 to 18 January 2027, to advise, assist and support the council to improve its governance processes and practices.

STPL News has been told two monitors have been appointed to Mornington Peninsula Shire Council by the Victorian Minister for Local Government.
Insiders with direct knowledge of the matter told STPL News a letter has been issued regarding the appointments. The appointments are understood to run for 12 months, however STPL News has not yet sighted the letter.
Once confirmed, the appointments would make Cr Anthony Marsh the first mayor in Mornington Peninsula Shire Council’s history to have two monitors appointed.
STPL News has contacted the Minister for Local Government’s office and Mornington Peninsula Shire Council seeking confirmation, including the scope of the monitors’ roles, the duration of the appointments, and whether any reports will be made public.
