Construction has officially commenced on Harbour Frankston, a $140 million development set to transform a prominent site at 446–450 Nepean Highway, injecting new energy into the city’s central precinct.
Announced shortly after the Federal Government’s $50 million commitment to the Nepean Boulevard Precinct Revitalisation, the council-approved project is expected to deliver 94 residential apartments and a suite of ground-floor retail spaces, including a wellness centre, gymnasium, and a mix of food and hospitality offerings.
The milestone was marked by a formal launch attended by Mayor Kris Bolam, State MP Paul Edbrooke, Deputy Mayor Liam Conroy, Cr Claire Harvey, Cr Brad Hill, and Cr David Butler.

Mayor Bolam said the Harbour Frankston project was a direct reflection of the Frankston Metropolitan Activity Centre (FMAC) Structure Plan, which was incorporated into the planning scheme earlier this year.
“Harbour aligns with the development envisaged in Council’s FMAC Structure Plan,” the Mayor said.
“It offers more housing choice and creates homes in the heart of our CBD that will boost local businesses and make our city centre safer and more vibrant.”
The 14-Storey Development
The 14-storey development, scheduled for completion by mid-2028, will join the recently completed Horizon Frankston at 1 Plowman Place—a project dubbed Victoria’s fastest-selling development in 2023—as a key feature of Frankston’s renewed cityscape.
In total, the two projects will bring more than 300 new residents into the CBD and represent a combined investment of over $200 million.
The Harbour Frankston build arrives in tandem with plans to transform the Nepean Highway into a pedestrian-friendly boulevard, complete with better traffic flow, green landscaping, and enhanced bay connections. Upcoming upgrades include a redesigned Overton Road intersection, activation of the historic Comfort Station, and a new northern gateway at Kananook Creek Park.
