Frankston CEO Phil Cantillon Announces Departure After Six Years at the Helm

Frankston City Council CEO Phil Cantillon will depart on 18 July after six years in the role, closing a chapter of major transformation and advocacy.

Frankston City Council CEO Phil Cantillon will step down next month, marking the end of a 7.5-year tenure that has seen major transformation across the municipality.

Mr Cantillon announced his decision this week, confirming his final day will be Friday, 18 July 2025. He served as CEO for six of those years, overseeing extensive infrastructure projects, advocacy wins, and organisational reforms aimed at shaping Frankston’s long-term future.

“After 40 years across three state governments and local government in Victoria, I’ve decided to call it a day and take a good break,” Mr Cantillon said via LinkedIn. “It’s not a decision I have taken lightly.

Frankston City Council also issued a formal media release, praising Mr Cantillon’s leadership during a period that included the COVID-19 pandemic and several strategic milestones for the city.

During his time as CEO, Mr Cantillon played a key role in securing investment for key projects such as the Frankston Hospital redevelopment, the revitalisation of the city centre, and Council’s Towards Zero Emissions goals.

He also worked alongside three consecutive councils and numerous mayors, guiding the organisation through both challenges and growth periods.

“My sincere thanks goes out to the executive and wider organisation, whose passion, thoughtfulness and hard work has been the engine room for making Frankston a better place,” Mr Cantillon said.

Council is expected to begin its recruitment process shortly, with further updates to be announced in the coming weeks.

Mr Cantillon’s departure signals a significant change in leadership for the city. His successor will inherit a council in transition as it continues to evolve into a key metropolitan centre for Melbourne’s south-east.
